I have assented to Ordinance No. 11 of 1881, entitled "An ordinance enacted by the Governor of Hongkong with the advice and consent of the Legislative Council thereof, to appropriate a supplementary sum of Twenty thousand seven hundred and forty eight dollars and fifty five cents to defray the charges of the Civil Establishment for the Year 1886."
I am of opinion that it is an Ordinance which is not contrary to the Governor's instructions.
This Ordinance charges upon the revenue of the Colony a supplementary appropriation of Twenty thousand seven hundred and forty three Dollars and fifty five cents for the services of the year 1886.
